PROBLEM TO BE SOLVED: To obtain a hair treating agent of two-agent continuous application type, which prevents hair damage, protects the hair from various chemical treatments of the hair accompanying its use and keeps smoothness of the hair and to provide a hair treatment method by two-agent continuous application type. SOLUTION: The hair-treating agent comprises a first agent containing a keratin hydrolyzate and a second agent containing a quaternary ammonium salt type surfactant. The keratin hydrolyzate contains a sulfate group to be reacted with the quaternary ammonium salt type surfactant of the second agent to form a complex salt. The hair-treating agent of two-agent continuous application type in which the first agent and the second agent are continuously applied to the hair is obtained. The hair treatment method comprises applying the first agent to the hair and then applying the second agent to the hair in the state of the hair adhered with the first agent.
