PURPOSE: A call completion service method is provided to reduce unnecessary call origination by allowing a caller to monitor a state of a destination terminal. CONSTITUTION: Upon receiving a location request map, an HLR(160) inquires an MS(100) of an origination subscriber about whether to receive a CCS(Call Completion Service). The HLR(160) terminates a call by setting an ADR(Access Deny Reason) of a location request return result as active. The HLR(160) monitors whether a destination MS(210) has been registered for power-on location. When the power-on location registration is requested by the destination MS(210), the HLR(160) informs a CCS-server(170) about the power-on location registration by using a service request map. The CCS-server(170) informs the MS(100) that the destination MS(210) is available for receiving a call by using an SMS(Short Message Service) by interworking with an SMC(Short Message Center)(180).
