PURPOSE: A system and a method for controlling the on/off of an STB(Set-Top Box) of a satellite TV are provided to remove the standby current of the TV by automatically turning on the TV and displaying a caption associated with common knowledge items or disaster broadcasting on a TV screen. CONSTITUTION: An outlet unit(OL) receives a control signal transmitted from a satellite, turns on or off an STB, and connects the STB to a TV. The TV is turned on or off whenever the STB is turned on or off. The TV connected to the outlet unit is turn on or off according to the on/off of the STB without a standby current.
