PURPOSE: A device and a method for estimating energy consumption or air-conditioning load are provided to correctly and quickly present an estimated energy consumption value for each use condition of an air-conditioner. CONSTITUTION: A use condition input part(10) receives the use condition for using the air-conditioner from a user. An air-conditioner load factor calculator(20) calculates the first factor for sunlight coming in a room, the second factor for a thermal conduction quantity by a temperature different between the inside and the outside of the room, and the third fact for natural ventilation between the inside and the outside of the room based on the inputted use conditions. An air-conditioner consumption energy calculator(30) calculates the consumption energy of the air-conditioner based on the three calculated factors.
