The device has an actuator (7) with an electric motor (6) and an elastic returning unit contains a spring (13). The returning unit returns a movable part (9) of the electric motor towards its unlocking position in the absence of supply from the electric motor. The movement of the movable part towards its locking position is provoked by the powering of the electric motor.
