PURPOSE: A screen control and usage fee collection system and method is provided to automatically collect usage fee of a web service and to control a usage right including a screen display in a case that a user accesses a web site and receives a service from the web site. CONSTITUTION: The system comprises a plurality of processors(31), a member registration and account issuer(32), a one time credit card number issuer(33), a credit card number checker(34), a payment request and settlement module(35), an information level definition module(36), a member management database(37), a usage fee management database(38), and a level management database(39). The member registration and account issuer(32) guides an end user or a web service company to subscribe for a server, and issues an account number for a subscribed member. The one time credit card number issuer(33) issues the one time credit card number to a user accessing the web service company that is a company member. The credit card number checker(34) authenticates the one time credit card number transmitted by the web service company. The payment request and settlement module(35) automatically requests usage fee to a credit card company, and pays the usage fee the web service company. The information level definition module(38) defines the level information on contents offered by the web service company.
