PURPOSE: An electric cell fusion device containing voltage regulator and environment memory circuit is provided, therefore a user can experiment using desirable wave and under predetermined operating conditions, so that the experiment can be convenient and its results can be reliable. CONSTITUTION: The electric cell fusion device comprises a control apparatus(20) which controls cell fusion conditions including the fusion voltage, fusion time, repeat number and period by using a program; a memory inserting and storing unit(30); a value-inserting apparatus(40); an output power-supplying part(50); a control panel display part; an operating switch; and a pulse amplifier(60).
