PROBLEM TO BE SOLVED: To obtain a water treatment apparatus which can dissolve an oxidizing agent into water to be treated at high speed and at a high rate and which can treat a material to be treated at a high decomposing rate. SOLUTION: The water treatment apparatus has a UV irradiation section 30 which houses a UV irradiation means 10 forming a long tubular shape and extending along an axis line and which circulates the water to be treated 4 through a space between its inner peripheral surface 1a and the UV irradiation means 10, and an oxidizing agent mixing section 60 which is adjacently provided at an upstream of the UV irradiation section 30 and which blends the water to be treated 4 with the oxidizing agent. The UV irradiation means 10 irradiates the water to be treated 4 in which the oxidizing agent is blended, with UV light to decompose the material to be treated in the water to be treated 4.
