PROBLEM TO BE SOLVED: To provide a harmful substance-reducing material which is used for purifying water and soils polluted with harmful substances, and to provide a method for reducing harmful substances with the material. SOLUTION: This harmful substance-reducing material comprising an air-cooled blast furnace slag is characterized by containing a non-sulfuric acid form sulfur in an amount of≥0.3 % and iron in an amount of≥0.5 % (converted into Fe<SB>2</SB>O<SB>3</SB>), and the method for reducing the harmful substances with the material. The harmful substance-reducing material can reduce many harmful substances, for example, heavy metals such as chromium, selenium and arsenic, nitrate nitrogen, nitrite nitrogen, fluorine, boron, dioxins and volatile organic compounds such as dichloromethane, trichloroethylene and tetrachloroethylene, in water and soils, and exhibits effects such as a large reducing capacity.
