PROBLEM TO BE SOLVED: To solve the problem wherein a high load is needed to process a DoS (denial of service) attack. SOLUTION: A terminal connected changes a condition for permitting a connection according to a port number included in a connection permission command. It rejects connections except from an authentication server before the connection permission command is received, and permits the connection from a connection requesting terminal by a port specified by the port number included in the connection permission command after the connection permission command is received.
