PROBLEM TO BE SOLVED: To provide a method of constructing a foundation of a submerged caisson, according to which work is carried out with high safety even in a very deep place or a place of rapid tidal current. SOLUTION: The submerged caisson 1 has through holes 2 each penetrating from an upper surface 11 or a side surface 12 to a bottom surface 13 via the interior of a skeleton of the submerged caisson 1, and guide rails 41 each arranged on a peripheral surface thereof in a caisson extending direction. Then a filler filling device 3 is set onto the guide rails. The filling device 3 is formed of a traveling stand 35 having traveling means 31, a filling pipe 33 for feeding a filler 5, a slide pipe 32 arranged at the tip of the filling pipe and movable in a pipe axial direction, and detecting means 34 for detecting the filling weight of the filler. When the submerged caisson is submerged to a predetermined location, the filler is filled from the slide pipe connected to the through hole, into a gap between the bottom surface of the submerged caisson and the subaqueous bottom, and after confirmation of the filling of the filler by the detecting means, the slide pipe is disconnected from the through hole, and the traveling stand is moved to the next through hole.
