<P>PROBLEM TO BE SOLVED: To provide a method for forming an image by which an image can be formed without performing a liquid development process after exposure of the image and a lithographic printing plate having excellent printing durability can be obtained, and to provide an image exposure apparatus suitable for the method. <P>SOLUTION: In the image exposure apparatus, a lithographic printing original plate 12 attached to an outer drum 20 is scanned by and exposed to IR laser light to form an image corresponding to the image information on a recording layer of the lithographic printing original plate 12. While an arbitrary exposure region A<SB>IR</SB>is exposed to IR laser light, hot air is blown through a hot air nozzle 44 to a heating region A<SB>HT</SB>including the exposure region A<SB>IR</SB>to heat the heating region A<SB>HT</SB>to a specified heating temperature. The recording layer of the lithographic printing original plate 12 contains a photothermal converting agent and a material which can form a surface hydrophobic region by heat.
