<p><P>PROBLEM TO BE SOLVED: To provide an information exchange method capable of omitting the costs of mirroring and distributed disposition or the like of a management server and eliminating the need of laying lines expecting traffic increase. <P>SOLUTION: A transmission terminal T transmits a packet in which an information exchange desire is entered to a semantic information network 1 and a reception terminal C which receives the packet returns the packet indicating that information exchange is possible to the transmission terminal T. The transmission terminal T which receives the packet from the reception terminal C transfers the packet, in which information specifying the transmission terminal T, time information, an information exchange ID to which sequential number information is imparted and file transfer control information are set to a data part and information specifying the reception terminal C is imparted to a header part, to the network 1 and also sets the information exchange ID to its own filter. The reception terminal C which receives the packet transmitted by the transmission terminal T sets the information exchange ID to its own filter.
