PROBLEM TO BE SOLVED: To provide a stabilizer which forecasts the frequency at the future points of time and perform proper control by observing the frequency ripples within a separation system, over multiple point with respect to time. SOLUTION: Immediately after the occurrence of separation, a frequency multiple point observation means 107 performs frequency observation at many points with respect to time after roughly keeping the balance between demand and supply with a tidal current correction means 105, and it is kept in custody in a frequency time series data storage device. Based on this, a frequency response forecasting means 109 expresses the temporal changes in the frequency in an approximating numerical formula. A frequency correction control means 110 performs the forecasting of the frequency at future points of time from a frequency response estimation formula, and when this value does not satisfy the use conditions, this stabilizer outputs a control command to perform the required cancellation of unbalance between demand and supply. As a result, since excessive control can be prevented, the reliability on separation system can be improved. |
