PROBLEM TO BE SOLVED: To provide a fuel reformer wherein a reforming catalyst is prevented from reaching a very high temperature during transition from a warming-up operation to a reforming operation and is therefore prevented from being damaged. SOLUTION: A control unit 50 stops the feeding of a reforming fuel to a reformer 11 through a fuel feed valve 30 when the warming-up operation of the reformer 11 is completed. The control unit 50 feeds air in an amount equal to the flow rate during reforming into the reformer 11 by an air pump 20. After the lapse of a predetermined time, the control unit 50 sets a flow rate of a fuel necessary for a reforming operation and feeds a fuel at a flow rate necessary for the reforming operation to the reformer 11 through the fuel feed valve 30.
