PROBLEM TO BE SOLVED: To provide a simple method for producing a cationic emulsion polymer with high cationic group density through reduced water-soluble polymer as byproduct and high polymerization stability. SOLUTION: The cationic emulsion polymer is a polymer of (a) a monomer of the general formula and less than 60 mass% in solubility to water at 20°C or a copolymer of the monomer(a) and (b) a monomer copolymerizable therewith.
