PURPOSE: A random non-crosslinked liquid terpolymer is provided, which is excellent in stability and solubility in high hard and high temperature processing water system, therefore dose not form a material causing calcium scale and can prevent the calcium scale effectively with a small quantity. CONSTITUTION: The random non-crosslinked liquid terpolymer is produced by polymerizing 60-95wt% of AA, 2.5-20wt% of MA, and 2.5-20wt% of AMPS in a solution or polymerizing 45-90wt% of AA, 5-35wt% of MAA, and 5-30wt% of AMPS in a solution, wherein AA is acrylic acid or its sodium salt , MA is maleic acid, maleic anhydride, or its sodium or potassium salt, AMPS is 2-acrylamido-2-methyl propane sulfonic acid, a sodium salt or a potassium salt thereof, MAA is methacrylic acid, its sodium salt or potassium salt, and the solution is water, alcohol, or their mixture solution.
