<P>PROBLEM TO BE SOLVED: To allow a standby agent apparatus to take over in real time registration information of a care of address of a mobile terminal updated at any time and to quickly detect occurrence of a fault in an operating agent apparatus with respect to a mobile IP agent apparatus and a redundant configuration method thereof. <P>SOLUTION: An operating operation control application 200 receives a registration message from the mobile terminal, registers the message to a registration information list, returns a response to the mobile terminal, generates (24) a registration information data packet and transmits the packet to an agent apparatus in a standby operation. Further, the application 200 transmits a registration information data packet denoting expiration of the registration information to the agent apparatus in the standby operation on the opportunity when the existence value period of the registration information is expired.
