PROBLEM TO BE SOLVED: To minimize a stop time of a system during upgrading by doing away with necessity to stop the system while converting a database. SOLUTION: During production of a new database having an upgraded version by converting the old database while maintaining the old database before the upgrading when upgrading the system (Y at step S81), either or both of execution of inquiry executed by accessing the old database and execution of the inquiry executed by accessing the new database are executed in response of the inquiry when the online inquiry is given from a document management client (step S82).
