PROBLEM TO BE SOLVED: To evade the input of an excessive light quantity to the eyes when signal contents brighten suddenly in the state that pupil areas are widened by the continuation of video signal input in a dark scene in the dark viewing and listening environment. SOLUTION: Luminance data is determined from an input video signal 1 and average luminance data by each frame is determined. Surrounding illuminance is measured by a viewing environment illuminance measuring block 5. A comparison deciding block 4 outputs an instruction to lower the luminance limit value of a display image by making decision to the extent that the conditions for setting the widened state of the pupil such that the low illuminance state of the viewing environment continues for the specified time and the low display average luminance videos are inputted for the specified time or more are satisfied.
