A thinned swivel base device generating non-rotating swivel motion and an exercise apparatus suitably using the swivel base device. The swivel base device comprises a first base (20) and a second base (30) disposed oppositely to the first base (20), a first loop groove (41) formed in a groove-like closed loop shape in the face of the first base (20) facing the second base (30) and a second loop groove (42) formed in a groove-like closed loop shape in the face of the second base (30) facing the first base (20) and disposed at a position corresponding to the first loop groove (41), spherical bodies (45) rollingly fitted to the first loop groove (41) and the second loop groove (42) so that the first loop groove (41) and the second loop groove (42) are overlapped with each other at the contact points of the moving routes thereof, and a separation preventing means (50) disposed so that the state of the association of the first and second bases (20) and (30) can be maintained by preventing the separation of these bases from each other.
