<p><P>PROBLEM TO BE SOLVED: To effectively utilize active carbonated material produced from sewage sludge or the like. <P>SOLUTION: A dewatered cake in sewage sludge is dried by a drier 20, and is subjected to carbonization and activation treatment in an active carbonization furnace 22 to produce active carbonized material. The active carbonized material is subjected to classification treatment into a grain size of 100 to 300μm by a classifier 10. Next, the active carbonized material is subjected to deaeration treatment by a deaerator 12. The active carbonized material subjected to classification treatment and deaeration treatment is charged to an aerator 16 in a waste water treatment facility, and the active sludge and the active carbonized material in the aerator 16 are mixed to promote the sedimentation property of the sludge. The active sludge and the active carbonized material are separated at a final setlling basin 18 from the water water treated in the aerator 16 so as to be dischargeable cleaned water. Then, the raw sludge separated from the sewage at the first settling basin 14 and the surplus sludge drawn out from the final settling basin 18 are concentrated and are stored in a sludge storage tank 24.
