<p><P>PROBLEM TO BE SOLVED: To select reusable parameters on the basis of conditions. <P>SOLUTION: When a delay mode, a picture configuration, and a pull-down mode are dissident between a state of preceding encoding and a state of re-encoding, the parameters are not reused, and when they are coincident, whether or not image frames are coincident is discriminated, and when inconsistency, a picture type is reused. When a bit rate of the preceding encoding is smaller than encoding this time, and when a bit rate of the preceding encoding is smaller than that this time and the chroma format is greater than that this time, the picture type and a motion vector are reused, and when the conditions are not satisfied, supply of the parameters is received, and whether or not the chroma format between them is coincident is discriminated. When the conditions above are not satisfied, the picture type, the motion vector and information of a quantization value are reused, and when the conditions above are satisfied, stream data given to a decoding section are outputted.
