PROBLEM TO BE SOLVED: To provide a flexible seal that prevents an inner bellows 4 from damaging caused by contacting with the gear 21 with an interference of the bellows layered one over another, in the flexible seal 1 that seals the clearance between a shaft 2 revolving simultaneously in the eccentric condition and a housing 3 by the bellows 4, 12. SOLUTION: Beside a shield cover 20 is formed between the inner bellows 4 and the shaft 2 or the housing 3, the material of the shield cover 20 is to be the material that controls the wear of the inner bellows 4 even if it contacts. Furthermore, the shape of the inner bellows 4 is to be a recessed shape which is similar to that of an outer bellows 12 in order to lower the interference by layering the bellows each other.
