PROBLEM TO BE SOLVED: To suppress that relative rotation phase of a camshaft cannot be fixed in a predetermined advanced state in an engine stop process. SOLUTION: While operating an engine and in an operational status of the engine where the relative rotation phase of an intake camshaft is not completely changed to be advanced from the predetermined advanced state after engine stop is started, fixing by a stopper mechanism 16 is not released. In this state, change of the relative rotation phase delaying from the predetermined advanced state is left prohibited by the stopper mechanism 16. Therefore, the relative rotation phase is delayed from the predetermined advanced state in starting the engine stop, only when the relative rotation phase can be changed to advance from the predetermined advanced state after starting the engine stop. In the engine stop process, since incomplete transition of advancing from the predetermined advanced side of the relative rotation phase is prevented, the relative rotation phase is correctly fixed to the predetermined advanced state by a lock mechanism 15.
