PROBLEM TO BE SOLVED: To resolve such a problem that the ocean dumping of high water content industrial waste and sludge produced upon the processing of agricultural and marine products, domestic animal dung in domestic animal industries, high water content sludge containing organic content in large amount produced from cleaning plant of lake, rivers and sewage is forbidden by laws in recent years and, therefore, the disposal of the wastes is made extremely difficult and almost unsolvable everywhere, and to supply an environment improving product having a high value added at a low cost by creatively developing a novel technology for inexpensively operating a manufacture apparatus for the environment improving product while effectively utilizing characteristics of the respective wastes. SOLUTION: The calcination furnace 1 is constituted in such a manner that high water content material 8 having high water content and containing organic substances of humins such as food residue and water treatment sludge and dried combustibles 7 such as wooden chip, chaff and papers are laminated on heat-resistant mesh belt 2, the combustibles are ignited on strong heat zone 5 of 500-800°C, the water content is quickly removed, the organic substances in sludge is ignited and fumigation and carbonization is performed on a self-heating zone 6.
