PROBLEM TO BE SOLVED: To provide a water supply tool from which water does not leak even by the use for a long period of time, and a water supply device with which livestock drinks water efficiently and which is improved in terms of sanitation. SOLUTION: The water supply tool comprises an upper cylindrical member 2, a lower cylindrical member 3, a water supply guide member 4 and a bar-like action member 5. A water flow guide recessed part 3c that has a transition part from a circulation hole part 3b made into a curved surface state and a middle part with a diameter gradually increasing downward is formed at the lower end part of the lower cylindrical member 3. A reverse flow generation recessed part 4b of a spherical surface shape is formed at the top part of the water supply guide member 4. In assembly, the transition part exhibiting the curved surface shape of the water flow guide recessed part 3c is made to face the reverse flow generation recessed part 4b exhibiting an approximately spherical surface shape and a prescribed gap is made to exist between the inside wall face of the water flow guide recessed part 3 and the top face and the peripheral wall face of the water supply guide member 4.
