<P>PROBLEM TO BE SOLVED: To enable efficient packet construction in operating a communication system such as a radio LAN system. <P>SOLUTION: In performing radio communication with another radio apparatus in a predetermined radio network, overhead information defined in a media access control layer is constituted so as to be divided into a head of information required for common access control and a header of information required for each payload, a processing of adding address information is applied to the header required for the common access control, and the generated header is added to transmission data, and the data are transmitted.
