<P>PROBLEM TO BE SOLVED: To provide a lightweight and small-sized hydrogen producing apparatus for producing high purity hydrogen. <P>SOLUTION: The hydrogen producing apparatus 1 is an one-tank type apparatus and has a dehydrogenation chamber 101 which is formed by partitioning the inside of a treating tank 10 and in which hydrogen is produced via dehydrogenation reaction for decomposing a hydrogenated derivative 110 into a hydrogen storage body and hydrogen, a liquefaction recovery chamber 102 and a hydrogen recovery chamber 103. The hydrogen recovery chamber 103 is isolated from the liquefaction recovery chamber 102 by a hydrogen permeable partition plate 135 formed from a hydrogen separating material selectively permeable to hydrogen, and has a pump 132 being connected so as to make the pressure of the hydrogen recovery chamber 103 lower than that of the liquefaction recovery chamber 102.
