PROBLEM TO BE SOLVED: To provide a voice recognition and response system capable of easily and promptly creating voice data based on text data from a maintenance terminal. SOLUTION: The voice recognition and response system is provided with a voice storage and response device 10 which creates and transmits the voice data based on a voice request of a host device 30 on receiving the text data from the maintenance terminal 20 and each piece of main control data. The voice storage and response device 10 includes a voice storage means 11, a text storage means 12, a text reading means 13 and a voice output control means 14. The voice storage means 11 stores the voice data from the text reading means 13 or the maintenance terminal 20. The text storage means 12 stores the text data from the maintenance terminal 20.
