PROBLEM TO BE SOLVED: To provide a PON (Passive Optional Network) system capable of providing efficient multicast communication by way of interlocking with an IP multicast protocol without providing a routing function block to a subscriber side, and capable of ensuring security. SOLUTION: In the PON system in which an ONU (Optional Network Unit) is connected to an OLT (Optical Line Terminal) 10 and data transmission/reception is performed between the ONU and the OLT 10 by an MAC (Media Access Control) frame to perform communication using a logical link, the OLT 10 snoops a message of IGMP (Internet Group Management Protocol), performs setting of a logical link for multicast corresponding to a result of snooping, and distributes an encryption key for multicast communication.
