PROBLEM TO BE SOLVED: To improve communication quality and service quality by efficiently transmitting message information. SOLUTION: A connection information holding section 11 holds connection information about interconnection state between terminals. A transfer route calculation section 12a calculates a transfer route going through all terminals while its own terminal is a start point and a finish point, on the basis of the connection information. An originator message transmitter 13a adds a connection information table for describing new connection information in a transfer destination terminal including the transfer route to a message and transmits the message. When receiving the message, a data transmitter/receiver 13b describes connection information about its own terminal in the connection information table, and transmits the message to a next transfer destination terminal.
