PURPOSE: A two step mileage distribution system and its operating method are provided to maximize motive for purchasing a commodity by giving a mileage or a point, when a commodity is sold, to both the purchaser and the recommender. CONSTITUTION: The system comprises a mileage distribution server(100), a cooperation company client(200), a group client(300), a consumer client(400), and a recommender client(500). The mileage distribution server(100) stores data on mileage bar codes of commodities which the cooperation company client(200) sells, and offers a mileage to the consumer client(400) and the recommender client(500). The group client(300) sells the commodities, purchased from the cooperation company client(200), to the consumer client(400). The consumer client(400) receives the first mileage when the consumer client purchases a commodity on which the mileage bar code is adhered. The recommender client(500) receives the second mileage when the consumer client(400) registers the recommender at the mileage distribution server(100).
