<P>PROBLEM TO BE SOLVED: To provide an image processor ensuring both of high resolution and high gradation, a method of processing image, and a program therefor. <P>SOLUTION: A bubble position control section 3a restructures arrangement of bubbles with respect to the initial arrangement of the bubbles based on a dynamics model. A bubble density control section 3b repeats adding/deleting of the bubbles with respect to the obtained arrangement of the bubbles (closest-packing process). As a result, excessive imbrication or gaps are removed and the distribution density of the bubbles is made uniform. A cluster region calculating section 3c forms, for example, a Voronoi diagram based on the bubble arrangement after the closest-packing process to be the cluster arrangement. A cluster forming section 4a allows a cluster region to grow a cluster based on density information in an inputted image.
