PROBLEM TO BE SOLVED: To provide a system in which only a specific terminal is excluded and the remaining terminals share a private key. SOLUTION: A known (k, n) threshold method is applied. Each terminal IDi holds each of distribution key information f(IDi) of the (k, n) threshold method determined by a linear polynomial f(x) (1). One piece of distribution key information is enough for each terminal. When excluding a terminal T1, a center simultaneously reports distribution key information f(ID1) of the terminal T1 to all the terminals. When excluding only one terminal, it is sufficient for the center only to simultaneously report one piece of distribution key information (2). The terminal other than the terminal T1 uses its own distribution key information held in (1) and the information reported in (2) to find the linear polynomial f(x) (3).
