PROBLEM TO BE SOLVED: To provide a coating film layer forming method capable of uniformizing thickness of the coating film layer formed on the inside wall surface of a tube, and to provide a lamp manufacturing method and apparatus capable of uniformizing brightness. SOLUTION: At a heating process, an upper part of a glass tube 5 is uniformly heated in a circumferential direction by holding the glass tube 5 vertically or almost vertically and blowing hot air from an upper part opening of the glass tube 5 toward inside. Next, at a coating process, coating liquid 14 is applied on the inside wall surface of the glass tube 5 by sucking the coating liquid 14 from the lower end of the glass tube 5 and releasing and discharging the sucked coating liquid 14 afterwards. Next, at a drying process, the coated film layer is formed by blowing air in the glass tub 5 and drying the adhered coating liquid 14 while rotating the glass tube 5 around a tube axis as a center.
