PROBLEM TO BE SOLVED: To provide a method for manufacturing a fluid filling using muddy water as a main raw material, which method, in fabricating the fluid filling by adding a solidifier powder into the muddy water discharged from construction work sites, and the like, prevents its flowability from dropping markedly and gives the one excellent in self-filling nature, homogeneous and having a high quality. SOLUTION: In manufacturing the fluid filling by adding the solidifier powder, such as cement into the muddy water discharged from the construction work sites and the like, the muddy water is in advance added with 0.1% or more and 2.0% or less, based on a weight ratio to the muddy water, of at least one kind of cement materials and lime materials, or with a prescribed amount of an alkali metal salt, and agitated and mixed.
