PROBLEM TO BE SOLVED: To provide a low cost concrete block free from problems on construction and having excellent water holding and water absorption properties and capable of realizing greening by producing the water holding concrete block using coal ash and waste glass produced as industrial waste. SOLUTION: The water holding block using foamed glass is produced by forming a foam glass layer 2 having many foam glass grains 8 on its surface and replacing part of aggregate with the coal ash in the inside part.
