PROBLEM TO BE SOLVED: To solve the problem that the distribution of occurrence frequencies of moire and a color shift are visually influenced due to a discontinuous or unsmooth change in the amount of error in segment boundaries. SOLUTION: In a system wherein a moving medium such as a photosensitive drum is irradiated with a laser beam formed by modulating image signals in a plurality of scanning lines to form an image, the scanning lines are divided into segments constituted of a plurality of pixels and the modulation method of the laser beam is controlled by a unit of the segment. The boundary of the segment can be changed for each of the lines so that the moire and the boundary of the segments due to the color shift are suppressed to a visually undetectable level to output an electronic photograph with a high image quality.
