PURPOSE: A method and a device for issuing a certification recording medium storing user/biometric information, and a certification method and device using the same are provided to prevent leakage and illegal use of information through computer hacking by judging a proper user with comparison between the biometric information registered to the recording medium and captured from a holder of the recording medium. CONSTITUTION: A recording medium reader/writer(13) records the user information inputted from a user interface(11) and the biometric information inputted from a biometric information reader(15). The biometric information reader reads physical features of the user from a fingerprint, a voiceprint, and an iris. A memory(19) comprises a program memory sector and a data memory sector. A processor(17) makes the recording medium reader/writer write the biometric information read by the biometric information reader to the recording medium and makes an encoder(21) encrypt the user/biometric information in the recording medium. A display(23) displays a process content for registering the user/biometric information. A communication interface(25) connects the certification recording medium issuer to a bank and a credit company.
