PURPOSE: To provide a titanium dioxide plate for decomposing air and water polluting substances by oxidizing a titanium plate, and a system for purifying air or water polluting substances by irradiating light onto the titanium dioxide plate from a light source. CONSTITUTION: The titanium dioxide plate for decomposing air and water polluting substances is manufactured by oxidizing a titanium plate, wherein the titanium plate is oxidized by using a plasma equipment or a torch, and wherein the titanium dioxide plate is manufactured by oxidizing the titanium plate to a temperature of 200 to 700 deg.C for 10 to 120 minutes. The system for purifying air or water polluting substances is characterized in that light is irradiated onto the titanium dioxide plate(5) from a light source(3), wherein the titanium dioxide plate is a mesh type titanium dioxide plate, wherein the light source is a sunlight or an artificial light source, and wherein the artificial light source, emitted as the light source, is irradiated by passing through a plastic optical fiber(4).
