<p><P>PROBLEM TO BE SOLVED: To provide a system, for allowing an owner of a vehicle to permit unlocking of a door of the vehicle for the other person by a safe and simple method. <P>SOLUTION: Registering information on the vehicle 4 is stored in a database 13 of a lock operation system 1. A password issuing part 10 generates a password, when receiving a password issuing request from an owner terminal 2, and informs the owner of the password, and stores the password in the database 13 by associatingg the password to the registering information. Afterwards, when a person knowing the password from the owner makes an unlocking request including the password from a terminal 3, a lock operation part 12 determines the justice of the unlocking request on the basis of the password, and then, sends out an unlocking signal to the vehicle 4.
