PROBLEM TO BE SOLVED: To apply reclaimed rubber of waste tires generated one million tons every year, to production of a wall material in a road and a parking area, a planter in a park, a partition in an office, and a board for a road, by exerting good effect in shock absorption, as well as sound absoption and sound insulation, under the circumstance that disposal of the waste tires is a social issue because they generates dioxins when burned or they can cause a fire by spontaneous ignition. SOLUTION: The board material formed of the reclaimed rubber of the waste tires, consists of a core, and the reclaimed rubber covering the periphery of the same.
