PROBLEM TO BE SOLVED: To obtain a non-solvent surface treatment agent for an inorganic substrate which exerts a high workability and safety at application, is excellent in penetration and adhesion to various inorganic substrates and forms a surface treatment film excellent in water resistance, hot-water resistance, and the like and a surface treatment method for the inorganic substrate using the same. SOLUTION: The non-solvent surface treatment agent for the inorganic substrate comprises an isocyanate compound having a viscosity of≤150 mPas (25°C). COPYRIGHT: (C)2005,JPO&NCIPI
