<P>PROBLEM TO BE SOLVED: To improve light shielding property and fogging as the problems in an image by NCCS without depending on the endurance environment and to prevent electrification failure. <P>SOLUTION: The NCCS structure is provided with a light emitting member such as an LED which exposes a drum after transfer and before electrification. The exposure quantity can be set in multiple levels. The light quantity during forming an image is made larger than the light quantity at the moment when the residual toner is injected from a member such as an electrifying member accumulating the residual toner and the injected residual toner is collected. Or, the exposure light quantity is increased in the period when the amount of the residual toner after transfer is determined to be large considering the environment and the printing rate, and the light quantity is decreased in the period when the amount of the residual toner after transfer is determined to be small.
