PROBLEM TO BE SOLVED: To realize the high speed operation of a whole system by dynamically changing the priority order of the bus use right of each bus master to minimize the total sum of the holding time of the whole bus use requests of a plurality of bus masters. SOLUTION: This device is provided with a plurality of bus masters connected to the same bus, a cumulative holding time measuring means for measuring the cumulative time of the bus use request holding time of each of those bus masters in a predetermined period and a size comparator for comparing the size of the cumulative holding time of each of those bus masters in a predetermined timing.
