PROBLEM TO BE SOLVED: To provide a lightweight stabilizer device at low cost which is capable of not only controlling a roll of a vehicle but also improving riding comfort when the vehicle rides across a small projection, and to provide a lock cylinder most suitable for the stabilizer device. SOLUTION: The lock cylinder L1 of the stabilizer device is provided with a cylinder 4, a first chamber 71 and a second chamber 72 partitioned by a partition member 3 in the cylinder 4, passages 50, 51, 53 and 54 communicating the first and the second chambers 71, 72, and an opening/closing valve 60 opening/closing the passages 50, 51, 53 and 54. Bypass passages 52, 56 communicating the first and the second chambers 71, 72 are provided, and a normally closed shock reducing mechanism K releasing the bypass passages 52, 56 only when vibration of a prescribed frequency is inputted is provided in the middle of the bypass passages 52, 56.
