PROBLEM TO BE SOLVED: To provide a treating material for animal excrement having water-absorptivity and water-retainability, producible at a low cost and contributing to the saving of resources and the conservation of environment. SOLUTION: Crushed paper pieces having a thin gypsum layer bonded on one surface are produced by crushing waste gypsum board having a gypsum liner board pasted on the surface. The crushed paper piece is further crushed to form a cotton-like defibrated material 3b holding gypsum particles 2d in the material or holding fine gypsum pieces 2c bonded to the surface. The cotton-like defibrated material 3b is used singly or in the form mixed with other materials and formed to granular or mat form to obtain the treating material for animal excrement.
