<P>PROBLEM TO BE SOLVED: To provide a method for producing an inter folder and a tissue paper sheet in which an emboss can be given uniformly, a ply separation is hardly caused and tearing and breaking of the paper sheet on the embossed part are also hardly caused. <P>SOLUTION: An inter folder 1 is formed by folding and simultaneously stacking a plurality of continuous sheets comprising a plurality of plies. The plies before being ply-connected by embossing work are fed to the inter folder 1. The continuous sheets are embossed before being folded.
