PROBLEM TO BE SOLVED: To provide a flowmeter that cancels the excessive rotation of an impeller when the amount of passing water in a measurement chamber is small, prevents a measurement result from varying as compared with an actual amount of water supply, and obtains an always constant measurement result regardless of the level of the amount of water supply in the impeller-type flowmeter. SOLUTION: The impeller 10 for measuring the flow rate of the passage of water is arranged in the measurement chamber M in a main case 1. The impeller 10 comprises a vertically longer boss 11, pivoted by a spindle 20 fixed to the main case 1, and a plurality of impellers 13 provided radially on the peripheral surface of the boss 11. A plurality of resistance blades 25 are formed at the impeller 10. The resistance blades 25 are provided while facing a retardation space S between the ceiling wall of the measurement chamber M and the rotary space of the impeller 13.
